Smoky eyes have been de riguer for some time now, but for fall 2009, beauty mavens are kicking it up a notch with bold lines (think dark smudgy kohls or defining black liner) and deep color (dark purples and blues are hot). This is not a workplace-friendly look, so if you do indulge (and quite frankly, we suggest you do) keep it softer for day with some subtle gray shadows and kick it up for evening by adding some sweeping color and dark definition all around ...

With bold hair and eyes the order of the season, lips will sometimes take a back seat. We’re not talking just a slick of gloss and no color (like we were apt to enjoy all summer long) but intentional nude color. This is typical of the contrary world of style—tell us nude lips are IT, and then throw some bold, look-at-me red lips in the mix. We love options, however, and red lips are both classic and edgy. Plus, they pop against the neutral palettes of fall fashion. No shiny maraschino cherry reds here though—deep, sophisticated color, kept matte and tasteful.

Yes, black and gray lipsticks loomed large on the runway for fall. No, we don’t imagine all of us will be able to pull off this particular trend—but it’s still worth noting. Because, quite frankly, a few short years ago who would have thought we’d be walking around in black nail polish without having oncoming pedestrians cross to the opposite side of the street? Heading to the family reunion in Ohio? Er, skip it (unless being uninvited to future reunions is your goal). But for an evening at that new club in your hottest LBD? We say why not? You could go to a store like Hot Topic and buy the stuff all the kids are wearing, but if you’re not quite ready for goth—try an almost-black shade like Black Cherry from Milani, $3.49 at Drugstore.com

Speaking of black nail polish, dark neutrals and neutral metallics are still in, but the newest neutral color for your fingertips is, yes, gray. Not a big shock considering gray has been the color for fall/winter the last couple seasons and continues to be a huge presence this year—but we’re always up for a new way to wear it. We suggest N.Y.C. Nail Polish—which offers plenty in the gray-to-silver range on the cheap—available at Wal-Mart, Target, wherever.

This season, we like dramatic purple fingertips—which is always a great way to don a trendy hue without having to spend a bundle. Europe Bans Animal Testing on Cosmetics

What: By 2013, no European cosmetic products (at least legal ones) will be tested on animals - in theory -  thanks to two new bans that outlaw animal testing on cosmetic ingredients and consequently, the sale of animal tested cosmetics.

What We Say: Bravo to the EU for taking such a difficult step toward animal rights. Even those of us who aren’t PETA members like to hear that “no animals were harmed in the making of this makeup.” British-speaking lab rats are probably throwing a party right now.

But it’s a lot more complicated than that. After all, there’s a reason animals are tested in the first place, and that reason isn’t that creators of cosmetics hate animals. Unfortunately, we just haven’t found alternatives that are as effective as animal testing... yet. Although the FDA doesn’t require US brands to test their cosmetics on animals, it does require such cosmetics to be safe. And if you’ve got to have a lab rat on hand to prove such a thing (which is often the case), well, you’ve got to do some animal testing.

So, what’s Europe’s secret? Well, if all the players in the industry are dealing with the same legalities, they’re all about even. We could see some of them coming to America to market their animal tested products, getting back their edge.

Bright Blue Liner: Beauty Trend 2008

What: Glam up your eyes with a dose of this season’s hottest eyeliner hue: vibrant blue.

What the experts say:
A-list makeup artist Amy Nadine, who has brought The Hills’ Lauren Conrad’s peepers front and center with a slash of aqua, tells us,

“I love blue eyeliner on the bottom lash line as a fresh and fun way to enliven your face and make your eyes pop.��? She doesn’t go the traditional route, however, and nixes eyeliner in favor of metallic powder eye shadow. “Apply it wet with an eyeliner brush, starting thin on the inside corners and expanding the width gradually as you drag the brush to the outside corner.��?

What we say: A flash of bright blue eyeliner is an easy way to introduce color to your makeup—even if you’re weary of hue-tiful eyes. First seen on the Spring 2008 runways and now flaunted by Superbad starlet Emma Stone at the 2008 MTV Movie Awards, this trend has plenty of optic nerve. If you are as masterful as Amy, you’d track down Mark Gorgeous Eye Trio in Aqua Wave ($4) and apply it like a pro. But if you just can’t get the hang of shadow as liner, L’Oreal HIP Color Truth Eyeliner ($7.20) offers a pigment-packed Navy shade that imparts quality color, but can be smudged for a smooth, smoky look. Feeling a tad bit adventurous? A thick line of waterproof Revlon ColorStay Eyeliner in Teal ($7.49) will add a divine pop of color certain to leave you feeling blue (in a good way!). For those seeking high drama (and who are willing to part with a few more greenbacks), MAC Cosmetics Fluidline in Blue Peep or Waveline ($15) brings new meaning to the term “eye candy.��? Our advice? Stick to navy pencils and a light touch to ease into the trend. When you’re ready to jump into this blue streak, graduate to liquid liner in peacock and teal.

Beauty Trends: The Top Cosmetic Brands

Brand Keys Inc just released their 2008 Brand Keys Customer Loyalty Engagement Index survey exclusively to WWD. Over 3,000 consumers were surveyed regarding their most recent cosmetic purchases. Of the top 12 brands, eight were mass market brands. The big surprise was Mary Kay, which came in at #2 and Avon which came in at #12. I would have thought the opposite, especially since Avon’s marketing is more visible than Mary Kay.

White Makeup: Beauty Trend 2008

“THIS PRODUCT IS NO LONGER BEING SOLD”

What: White eyeliner, eye shadow and even mascara are taking up real estate in the cosmetic department.

What the experts say: This from the January 2008 issue of Angeleno magazine: “White [makeup] was everywhere in the spring shows,” reveals J.P. McCary, the principal makeup artist for Shu Uemura. “Salvatore Ferragamo and Marni showed the shade beautifully.”

What we say: Runway styles don’t always translate to real life, and this definitely applies to the white makeup trend. Just try wearing white mascara to work and your co-workers are guaranteed to call you something insulting. That doesn’t mean you have to abandon the sentiment entirely. Instead of going full throttle on this look, opt for accents like dusting a shimmery white shadow (try Revlon Diamond Lust Eye Shadow in White Hot, $11.52)  in the inner corner of the eye, which will make your eyes pop, or line the rim of your eyes with white liner to make you look more awake. But unless you’re auditioning for Tim Burton’s next flick, save the white mascara for Halloween.

Blue Nails: Beauty Trend 2008

What: Blue nail polish is the new black, or silver, or red.
What the experts say: The Los Angeles Times recently reported that if you think blue nail polish is only for high schoolers, you are so out of it: “The unexpected cool color is the latest in fingertip chic.�
What we say: If you’re tired of red and pink nails, this bold inky shade is a vibrant and trendy alternative. With nail polish companies coming out with all different shades of blue from Orly’s Blue Collar, which resembles a Tiffany box, for $3.50 to Essie’s Aruba Blue, which is more of a dark, sapphire hue, for $8, you have your pick of the litter. Just make sure you keep your manicure clean and chip free. If you let this color wear off one chip at a time, you really will look like you’re in high school.

Bob Cuts: Beauty Trend 2008

What: People are lopping off their locks left and right.
What the experts say: The January issue of Redbook Magazine reinforces that short, bobbed cuts are going to be huge in 2008. Says stylist Dion Moore from Tela Salon in New York City: “The new short cuts are about texture and movement��?it blows in the wind.�
What we say: If you’ve got the face and the right hair texture for a fashionably cropped cut, go for it. Nothing feels more liberating than chopping off long, heavy heaps of hair. It’s when you’re trying to be the next Posh or Rihanna that you might have some issues to work out before making an appointment with your hair stylist. When you sit down with your stylist, confirm that your hair will work well with this style, then tell them that you want choppy, chin-length hair with layers around the face and a bit shorter in back. According to Moore, for styling, apply a volumizing gel to the roots (Pantene Root Lifter Volumizing Spray Gel is good for $4.19). This is where you’ll need body the most. Then, lift with your fingers while blow-drying. Tousle a bit, and then go ahead and show it off.
