What’s the deal with tights?

Okay, I’m new to all this fashion stuff - always just wore slouchy, comfy clothes.  But now that I’ve lost some weight I’ve got the bug to get some better outfits!

So I’ve been reading every word on this blog, and looking through all the clothing websites for ideas.  I’m seeing a lot of tights.  I thought hosiery had pretty much gone away - is it back? 

I really hate wearing hose, but my legs are very pale (self tanner just leaves me blotchy and orange, no matter what brand).  Do I need to be wearing hose or tights when I wear a skirt?

If the weather is warm enough, it doesn’t matter how pale your legs are- you don’t need hose. Just make sure your legs are clean, hair-free, and moisturized. Plus, if you’re wearing open-toe shoes, hose looks tacky. 

If you work in a conservative place, you may need hose for that. And if the weather is cold, hose will keep your legs warm.

By the way, I have fair skin and pale legs, but I have spent this entire summer in bare legs and open shoes (except for special occasions that call for hose and special shoes).
