Drugstore Eyeshadow Base?

I need to use a base under my powdered eyeshadow or it doesn’t last long.  I have used Touch Base for Eyes from Clinique which works great.  I also have a Mary Kay product that works but has been discontinued. I’m wondering if anyone knows of a product from the drugstore that would work for this?

L’Oreal makes an eyeshadow base called De-Crease. It costs about $7. It’s been a long time since I’ve used it, but when I did, I found it comparable to Laura Mercier Eye Basics, which costs at least 3x as much.

It’s not actually an eyeshadow base, but I’ve been using the concealer that comes with my Sonia Kashuk mineral makeup trio as such—and it’s worked very well—nice smooth (and light) coverage and keeps the color in place.
